Board of Directors

FHLBI is governed by a Board of Directors currently comprised of 17 member directors and independent directors from Indiana and Michigan. The Board is responsible for FHLBI’s overall management and oversight pursuant to the Federal Home Loan Bank Act.

    James D. MacPhee

    Chair - Member Director

    From 1991 through 2015, Jim MacPhee served as CEO of Kalamazoo County State Bank in Schoolcraft, Michigan, and is currently the Vice Chairman of its Board. Jim served as chairman of the Michigan Association of Community Bankers, and is a past chair of the Independent Community Bankers of America. Jim holds an associate's degree in business from Kalamazoo Valley Community College and completed the Graduate School of Bank Management at the University of Michigan. He joined FHLBI's Board in 2008 and was elected chair in 2014.

    Dan L. Moore

    Vice Chair - Member Director

    Dan Moore joined Home Bank in Martinsville, Indiana in 1978, serving as executive vice president and chief operating officer before being named President and CEO in 2006. Dan holds an appointed position on the Mutual Institution Advisory Board of the Office of the Comptroller of the Currency, and sits on the boards of Hoosier Voices for I-69 and Stability First. Dan is a graduate of Indiana State University and holds an MS in management from Indiana Wesleyan University.

    Jonathan P. Bradford

    Independent Director

    Jonathan Bradford served previously as President and CEO of Inner City Christian Federation in Grand Rapids, Michigan for 34 years. He serves on the boards of the Michigan Non-Profit Housing Corp. and Genesis Non-Profit Housing Corp. in Grand Rapids. Jonathan received a bachelor's degree from Calvin College and holds a master's degree in social work from the University of Michigan with a concentration in housing and community development policy and planning.

    Ronald Brown

    Member Director

    Ron Brown serves on the Board of Directors, and as Senior Vice President and General Counsel of United Fidelity Bank and its parent company Pedcor Financial in Carmel, Indiana. He served as an in-house attorney with Indianapolis-based Eli Lilly and Company, and as an associate for Krieg DeVault. Ron received a B.A. in Economics from the University of Southern California in 1987, and a J.D. from Indiana University in 1994. He is a member of the National Football League Retired Players’ Association.
  • Decker

    Charlotte C. Decker

    Independent Director

    Charlotte Decker is the Chief Information Officer for the UAW Retiree Medical Benefits Trust in Detroit, Michigan. Charlotte previously served as Vice President and Chief Technology Officer for the Auto Club Group in Dearborn, Michigan, and was Director of Global Computing for General Motors in Detroit. Charlotte holds an MBA in Corporate Strategy, and Master’s and Bachelor’s degrees in Computer Engineering, all from the University of Michigan in Ann Arbor.
